Japan insists that the nuclear-contaminated water treated by ALPS is called "treated water" and believes that the "treated water" has reached the standard and can be discharged. During the operation of ALPS, water leakage, excessive radioactive substances, and filter damage occurred. Tepco has so far not disclosed the design or service life of its ALPS unit and lacks an independent third-party monitoring mechanism to monitor the "treated water." If the relevant stakeholders such as the neighboring countries in the Pacific Ocean, Pacific island countries, fishing groups and environmental protection organizations cannot participate in the monitoring, Japan's assertion that there is no problem in "water treatment" is just a self-assertion.
